You can take control of your in-home health care with Medicaid Consumer Directed Services (CDS), a state-funded home care financial assistance program. Managed by the Missouri Department of Health and Senior Services, the CDS program is designed for individuals who require help at home. You choose your caregiver, and can even hire a family member or a friend to help you at home, at no cost to you.
To take part in the Medicaid Consumer Directed Services program, you must meet criteria based on income and level of need.
CDS Training and Support for Consumers (those who need care)
We want to help you make the most of this program by offering consumer directed services training and administrative support so you can manage your care. We assist you by:
- Training you to hire and supervise attendants
- Performing background checks on attendants
- Processing CDS payroll and billing
- Helping complete paperwork
- Assisting with problems that may arise

What does it mean to be a Caregiver in the CDS Program?
Caregivers in the CDS Program are typically family members, friends, or loved ones of the Consumer – the person needing care and support. They are chosen and hired by that person, and their tasks can include:
- Assisting with activities of daily living such as ambulation, bathing, dressing, and grooming
- Meal prep and help with feeding
- Helping with household chores and tasks
- Providing companionship and socialization
- Maintenance and help with equipment, aids, and prosthesis
CDS Caregivers work directly for the individual receiving care, rather than for a home care agency or other organization. Typically, CDS Consumers will hire a friend, family member or loved one, giving that person the opportunity to build an even closer, personal relationship and tailor a patient’s care to their specific needs and preferences. Additionally, the CDS Caregivers get paid for their time, which can be helpful if that individual is taking time away from their job, or changed their life circumstances to provide care.
